North American DSM Portfolio Evaluation

EcoMetric has a long history as a trusted evaluator of DSM programs in a major Canadian province. Our evaluation work has included commercial and industrial programs, including traditional DSM prescriptive and custom programs as well as SEM and Pay-for-Performance programs.

We have alsocompleted several other province-wide studies which were used to update policy and energy efficiency frameworks. Following a major change to the province’s energy efficiency framework, EcoMetric quickly developed impact and process evaluation approaches to adapt to the new framework and evaluate the effects of the changes. Current evaluation efforts are focused on supporting the development of a future energy efficiency framework. The results of our evaluation activities have been reviewed by the province’s 60 electric utilities and have included numerous stakeholder meetings and engagements.

Canadian Lighting Baseline Story

EcoMetric completed the first-ever in-depth study of a Canadian province’s commercial lighting market between 2017 and 2018 that found T12 lighting is not entirely obsolete. The study included analysis of historical lighting sales and manufacturing data, forecasts of lighting product demand, and in-depth interviews with major players in the commercial lighting market such as distributors and contractors.

EcoMetric was able to leverage primary quantitative and qualitative data from market actors across the lighting value chain to provide the client with an accurate representation of legacy lighting technology in use and stockpiled in their jurisdiction.

Multifamily Program Delivery

EcoMetric was retained to support the implementation of a multifamily water heating program in California. As part of this work, EcoMetric calculated the expected natural gas savings utilizing NMEC analysis based on a regression model that utilizes temperature, time-of-week, and occupancy input variables.

EcoMetric verified the customer intake forms and analyzed measure data to calculate EUL and RUL values. We provided customized savings reports at the end of each participants’ performance period. Meter based savings were used to determine final customer incentives.

Multifamily NMEC Analysis

EcoMetric was retained to conduct advanced M&V for a residential natural gas program in California. EcoMetric calculated the expected natural gas savings utilizing NMEC analysis based on a temperature, time-of-week, and occupancy regression model. Both the actual and weather normalized savings results were prepared based on hourly baseline and performance gas consumption AMI data.

EcoMetric’s EcoNNet advanced M&V tool leveraged machine learning to find the best fitting model based on the distribution of data and the independent variables available for analysis. We also developed strategies to detect non-routine events, overcome missing data, inconsistent hourly meter data resolution while maintaining NMEC requirements specified by CALTRACK methods.

Strategic Energy Management (SEM) Analysis

EcoMetric leads an on-going advanced M&V analysis for a Strategic Energy Management (SEM) program where the utility pays the salary of a full-time energy manager at participating organizations to identify and implement energy improvements within the facility.

The types of measures encountered are as diverse as the jurisdiction’s customers and includes improvements to compressed air systems in manufacturing operations, operations and maintenance measures, and variable frequency drives on large process motors. We combine data analytics and engineering analysis to verify energy and demand savings for these diverse projects and provide a cost effective evaluation of the program.

HVAC Market Actor Profiling

EcoMetric conducted a commercial HVAC market actor study in the Pacific Northwest. With a focus on small to medium-sized businesses (those installing equipment <25 tons), the study employed a secondary literature review and two qualitative primary data collection methods:

  1. online focus groups; and
  2. in-depth telephone interviews.

The literature review summarized prior research on Commercial HVAC contractors. The key objectives of the focus groups and interviews are to better understand: Decision-making processes of workers involved in HVAC installations; Motivations of workers involved in HVAC installations; Information sources used by HVAC professionals; The business model of HVAC installation companies; and Staffing and talent pipeline.

Colorado Gas Utilities Program Planning

EcoMetric helped design the 2017-2019 DSM plans for a consortium of three Colorado gas utilities. The project included developing a comprehensive measure database for all potential DSM measures, selecting which measures to include in programs, defining incremental costs and measure lives, designing the incentive structures and program strategies, determining evaluation methods, running program cost-effectiveness models, and preparing regulatory filings.

Connecticut PSD Update

EcoMetric is currently working to update the Connecticut Program Savings Document (PSD) to improve its accuracy and applicability to current program designs. Our staff thoroughly reviewed a wide range of measures and technical inputs, in conjunction with program tracking data, to prioritize updates and identify new measure opportunities. The updates will inform program design and be used to form the basis of efficiency plans for the next efficiency plan cycle.

Statewide Technical Consulting

EcoMetric worked as a technical and policy advisor for Pennsylvania Public Utilities Commission. Our work focused on evaluating the performance of the Energy Efficiency and Conservation program portfolios of the electric distribution and natural gas companies.

Over the last decade, EcoMetric team members have provided key insights and completed critical research studies that have shaped energy efficiency throughout the Commonwealth of Pennsylvania. EcoMetric is also working to improve the state’s TRM, developing MS Excel calculators to help the utilities and their contractors easily implement the TRM algorithms and calculate savings, developing guidance for cost effectiveness analysis, and conducting market potential studies to set goals for the utilities.

Combined Heat & Power Study

EcoMetric analyzed natural gas usage records from medium to large natural gas customers to determine which customers would benefit most from combined heat and power (CHP) installations. The analysis looked at each facility’s yearly heat load profile, sized the CHP system to run nearly continuously, and evaluated the electrical output, thermal requirements, and economics of internal combustion engine, steam turbine, gas turbine, and microturbine CHP systems.

Statewide End Use Research Study

EcoMetric led the C&I market assessment and end use characterization study that included 490 on-site inspections, 100 phone and web-based data collection surveys, and a willingness to participate study in the Mid-Atlantic region.

The data collection was completed using a web-enabled data collection system. The data was stored on a MySQL server, and analyzed to present end-use saturation and penetration results for a wide array of commercial, industrial and agricultural equipment.

Commercial and Industrial Implementation Support

EcoMetric provides implementation support to program staff in order to align the ex ante and ex post M&V protocols and reduce evaluation risk for a statewide commercial and industrial program in northeastern region.

This support includes providing feedback on algorithm inputs, assumptions, and baselines used to calculate the ex ante savings. In addition to providing feedback on energy calculations, EcoMetric also developed Microsoft Excel calculation templates for prescriptive measures. Our team has also provided early insights into large energy efficiency projects to ensure savings analyses follow best practices, and all data sources are considered.

Residential Weatherization Study

EcoMetric completed an impact & process study of a statewide Weatherization Assistance Program. Our work included verifying the savings based on a participant and control group difference in difference analysis. EcoMetric also completed phone and on-site measure installation verification, and a program process improvement analysis.

Our team also interviewed customers to assess non-energy benefits such as occupant comfort, health, and safety improvements. Each of these important pieces fed into a program level cost effectiveness analysis, quantifying both the energy and non-energy benefits discovered.

Multi-Site Program Process Evaluation

EcoMetric conducted a multi-year evaluation of a multi-site chain store program, including ongoing impact, process, and market effects analyses. This innovative program targets commercial and institutional customers and awards savings from both capital and behavioral measures at the same rate.

EcoMetric completed the first-ever process evaluation of the program and continues to evaluate subsequent program years on an ongoing basis. As with all process evaluations, EcoMetric began with a review of the program theory, goals and objectives, and metrics of success. The studies included an array of qualitative data collection activities, including staff and in-depth implementer interviews, and contractor and participant surveys.

Custom Project Pre-Review
